I might also say, "I speak a little French". The implication is presumed that I refer to the language of France. Likewise, "I speak some Italian", "I speak excellent or fluent Spanish". He speaks English fluently.

He has an excellent grasp of English. He manages to mangle the French language whenever he tries to speak to the locals.
It has to be 'the' because you are specifing it. He has an excellent knowledge of the English language. That is not just speaking it fluently, it is advanced knowledge of its history, grammar or vocabulary as an academic subject from a native level speaker. All rights reserved.
