He moved his king in front of the other king, so you both cant do that, but if you could the game would be over as your opponent could just take your king. Its like a double oddity.
I assume it was a joke way to resign or he just brainfarted for a second. How would that game ever end though? Just two kings and two pawns? It seems impossible to checkmate.

That's what i thought. It looks the "ref" whatever the term is is stepping in to correct this. No, nothing can. The game is over once the king can't move without being taken checkmate. You can't move your king into a position that will allow the opponent source take it.
So this is an illegal move.]
