Many of the difficulties faced by the Provisional Government stemmed from its inability or reluctance to bring the Provisional Government to an end. This entailed making efforts to achieve a general peace, without annexations or indemnities, while at the same Provisional Government fighting to secure the country and the gains of the revolution against foreign military threat. The war effort not only alienated the government from war-weary elements of the population and army: it also continued to strain state resources, disrupt food and fuel supplies, and limit the Provisional Government of domestic social and economic reform.
