Police say exceptionally unruly behavior led to the arrest Tuesday night of eight adults and a teenager during a Fairfield City Council meeting. During the gathering, held at the Fairfield-Suisun Unified School District building on Hilborn Road, a group of men and women had come to speak about a new police hire. They reportedly were concerned that the officer, formerly with the Vallejo Police Department and involved in a fatal shooting there, should not have come aboard in Fairfield. But upon hearing that the public comment session, normally held toward the beginning of the meeting, was being moved to the end, they became upset. Council members had recessed while police officers were sent to address the increasingly chaotic situation. Police said the crowd was repeatedly asked to leave, but they refused. So officers escorted them outside. Arrests were made during this time. Outside, video showed, the dispersing crowd continued to rail at officers. The nine protesters were arrested on suspicion of disturbing a public meeting, according to police. Doing so is considered a misdemeanor under the Link Penal Code. Romero was shot and killed when he got out of his car and the two officers believed he was reaching for a gun, which turned out to be a non-lethal pellet gun. The Vallejo Police Department has launched an independent, third-party investigation into the badge bending practice. The investigation was ongoing.
