Ministério da Saúde destina R$ 135,2 milhões para reabilitação e pesquisas
O Ministério da Saúde está investindo cerca de R$ 135,2 milhões na abertura de novos serviços de saúde para assistência às crianças com a síndrome congênita da zika e também para financiar pesquisas relacionadas às doenças causadas pelo Aedes aegypti. Para ampliar a assistência, foram destinados R$ 125,2 milhões à habilitação de Centros Especializados em Reabilitação (CER) e novas equipes de Núcleos de Apoio de Saúde da Família. Para elaboração de pesquisas sobre doenças causadas pelo mosquito, foram alocados R$ 10 milhões. Deste total, R$ 6 milhões será para criação de um banco nacional de amostras biológicas, relacionados às doenças transmitidas pelo Aedes aegypti, como sangue, urina e saliva.
O anúncio dos recursos foi feito pelo ministro da Saúde, Ricardo Barros, nesta quarta-feira (29/03), durante a abertura do 3º Encontro da Rede Nacional de Especialistas em Zika e doenças correlatas (Renezika).
“Há um esforço do Governo Federal na produção de conhecimento sobre Zika, não só para atender a demanda interna, mas também para compartilhar com o resto do mundo”, enfatizou o ministro da Saúde, Ricardo Barros.
ASSISTÊNCIA
Desde outubro do ano passado, as crianças com síndrome congênita de Zika contam com 52 novos CER´s. Por ano, o Ministério da Saúde repassará R$ 114,3 milhões para o custeio dessas unidades. Esses Centros são referência na reabilitação e oferecem serviços como, por exemplo, estimulação precoce. Atualmente existem no país 187 CERs.
Também foram destinados recursos, na ordem de R$ 10,9 milhões por ano, para custear 51 novas equipes para o Núcleo de Apoio de Saúde da Família. Essas equipes contam com profissionais de fisioterapia, terapeuta ocupacional e fonoaudiólogos.
Outra medida que permitiu a assistência adequada às crianças com a síndrome foi a estratégia de ação rápida. Dos 2.347 casos de microcefalia confirmados no país entre março e outubro de 2016, 80% (1.898) receberam atendimento na atenção especializada. Esse serviço é a porta de entrada para a assistência, já que é lá onde o médico identifica e avalia qual o tratamento que cada criança precisa. “Todos nós, governo federal, estados e municípios, temos que identificar a síndrome o mais rápido possível e, desta forma, encaminhar essas crianças para o atendimento adequado”, afirmou Ricardo Barros.
Outra ação que ampliou a assistência foi a oferta de capacitações, tanto para profissionais quanto para as famílias e cuidadores que lidam com a síndrome congênita de zika. Em parceria com a Unicef, foram capacitados, em estimulação precoce, 133 profissionais de saúde, educação e proteção social, e 380 famílias e cuidadores. Também estão sendo oferecidos cursos de estimulação precoce e triagem ocular à distância pela Universidade Aberta do SUS (Una-SUS), que já contam com 16.139 matriculados. Até março deste ano foram confirmados 2.542 casos de microcefalia, sendo 63 prováveis, 4.152 estão em investigação e 5.516 descartados.
PESQUISAS
O recurso de R$ 10 milhões será financiado por emendas que contemplam o Plano de Enfrentamento ao Aedes e suas Consequências, deste ano.
O Biobanco servirá de suporte aos especialistas e pesquisadores, permitindo que análises futuras possam ser realizadas com a ajuda destes materiais. O Ministério da Saúde auxiliará a rede na coordenação do banco, juntamente a centros de pesquisas que ainda serão definidos. A ideia é que a estruturação do Biobanco se inicie ainda em 2017.
Ainda serão definidas prioridades de pesquisas relacionadas à Chikungunya, com previsão de um estudo de abrangência nacional. Além disso, o Ministério da Saúde pretende auxiliar pesquisadores a publicarem artigos de grande impacto relacionados às arboviroses. Ao todo, já foram investidos, pelo Governo Federal, mais de R$ 250 milhões no financiamento de pesquisas relacionadas às três doenças causadas pelo Aedes.
DENGUE, ZIKA E CHIKUNGUNYA
As medidas de enfrentamento ao mosquito Aedes aegypti, realizadas pelo Ministério da Saúde, em parceria com os estados e municípios, têm sido intensificadas desde o final de 2015, com a identificação do Zika e suas consequências como a microcefalia e outras alterações em bebês cujas mães são infectadas pelo vírus durante a gravidez. O conjunto de ações voltadas para a eliminação do mosquito resultou na queda expressiva nos casos de dengue, zika e chikungunya.
Em 2017 (até 25 de março) foram notificados 90.281 casos prováveis de dengue em todo o país, uma redução de 90% em relação ao mesmo período de 2016 (947.130). Também houve queda expressiva no número de óbitos. A redução foi de 97%, passando de 411 (em 2016) para 11, em 2017.
Em relação à chikungunya, a redução do número de casos foi de 74%. Até 25 de março, foram registrados 26.854 casos. No ano passado, foram registrados 101.633 casos, neste mesmo período.
Também até 25 de março, o Ministério da Saúde registrou 4.894 casos de Zika em todo o país. Uma redução de 97% em relação a 2016 (142.664 casos). Em relação às gestantes, foram registrados 727 casos prováveis. Não houve registro de óbitos por Zika em 2017.
O Ministério da Saúde adquiriu, neste ano, 54 veículos para apoiar as ações de vigilância. Os veículos serão enviados aos estados brasileiros. Além disso, também foram adquiridos outros 18 carros para montagem de equipamentos de pulverização de inseticidas contra o mosquito Aedes aegypti.
CONTROLE NACIONAL
Em 2015, foi criada a Sala Nacional de Coordenação e Controle, além de 27 Salas Estaduais e 2.029 Salas Municipais, com o objetivo de gerenciar e monitorar as iniciativas de mobilização e combate ao vetor, bem como a execução das ações do Plano Nacional de Enfrentamento à Microcefalia. A Sala Nacional é coordenada pelo Ministério da Saúde e conta com a presença dos integrantes de outras oito pastas federais.
No primeiro ciclo de visitas domiciliares de 2017 (janeiro e fevereiro), foram visitados 41,8 milhões de imóveis em todo o país. No total, 34,9 milhões foram vistoriados (83,5%) e em 6,8 milhões, houve recusa ou estavam fechados.
O Ministério da Saúde lançou, nesta quarta-feira (29), o livro “Vírus Zika no Brasil: a resposta do SUS”, que reúne, em um único volume, a experiência do período de um ano de trabalho intensivo para identificar a causa do surto de microcefalia, que atingiu o país a partir do final do ano de 2015. O material detalha todo o processo da descoberta da origem do agravo e suas consequências.
ENCONTRO
Cerca de 300 pessoas, entre pesquisadores, gestores, profissionais da saúde, representantes da Organização Pan-Americana de Saúde (OPAS), do Center for Disease Control and Prevention (CDC) e da Global Research Collaboration for Infectious Disease Preparedness (GloPID-R), bem como do setor produtivo público e privado, participarão desse encontro. Foram convidados todos os secretários de saúde estaduais e também gestores de secretarias municipais de locais em que a epidemia de zika, chikungunya, ou dengue teve maior impacto.
Nesta semana, a Organização Mundial da Saúde (OMS) citou a Rede Nacional de Especialistas em Zika e doenças correlatas (Renezika), como um bom exemplo de resposta rápida e eficaz para o enfrentamento da emergência de Zika no país. A Renezika foi apresentada como uma rede que congrega especialistas que contribuem para os avanços científicos e tecnológicos, fornecendo evidências que subsidiam a execução de políticas públicas.
